She attended a Homicide Investigators Conference yesterday by Michael Coker, a retired law enforcement officer. Verizon wireless has a National DV Hotline *4673. She will check on this but he said ADT puts installs alarm systems at no charge for DV victims.

There are 35 Displaced Homemakers funded programs in NC. The YWCA program is ranked #1!!!

REPRESENTATIVE SUSAN FISHER
She appreciates being here today. She has been in the general assembly 5 years. She will review the various house bills and senate bills that are pertinent to our organizations. We can read more about them on the website http://www.ncleg.net/ .

House Bill (HB) 27 – Duty to report Child Pornography (including those who develop photographs)
HB 29 – Sex Offenders GPS – For better monitoring of sexual predators
HB1366 – School Violence Prevention Act
HB46 – DV Victims Security – Safer environment for victims with court hearings
HB47 – Violate Order/Possess Deadly Weapon Felony – Felony offense for persons who violate a DV PO while armed with a deadly weapon.
HB 42 – Amend DV Laws/Homicide reporting
Senate Bill (SB) 30 – DV Victims/Add Protections re: Name Change
HB44 – DV Orders/Repeat Violators – Strengthens the law related to violations of DV POs by increasing the penalty from 3 to 2 offenses to be guilty of a Class H felony.
HB1287 – Report Denial of Some Pistol Permits – Anyone with pistol must be in database for law enforcement access.
HB2189 – DV Victim Assistance – Provide DV Victims with PO with information and assistance, i.e. Law Enforcement with contact them within 72 hours.
SB 9 – DV Order/No Firearm Purchase
HB1843 – Endangerment of Juvenile – Criminal Offense to endanger a juvenile
HB 2328 – Funds for Children’s Hospital Services – for hospital reported child injuries

Funding: in 2008, $1.1 million for rape victim assistance program. There will also be $1.1 million in recurring monies. The divorce filing fees increased from $50 to $75 with the extra $25 going to shelters.

There were a few questions to Susan about the VAWA compliance act and funding. A few had concerns about people making decisions about where monies are to go without speaking to the providers who work with the victims or offenders. Susan suggested they talk to Senator Nesbitt. There was talk about the balance between treatment of perpetrators and incarceration. Incarceration seems too easy an option when treatment is available.

Susan is not sure when the current session will end (scheduled for July 1) but hope it will end by mid-July.

GAPS/SERVICES
Follow up on last week’s topic on victims not showing up for their court date. Lisa Morrison and Janice Loggins reviewed the process for our group: 1-Law enforcement or Magistrate collects the information from the victim 2-Subpoena goes to the last known address 3- The warrants go to Janice 4- Janice contacts the victim and gets further information regarding the incident to give to the ADA (She verifies address information and keeps them informed of the court dates. Keep in mind they may move from the first time she contacts them.) 5- If the victim does not show up for their court date, the ADA tries to continue it as long as the judge will allow it. They then try to contact the victim for another court date.
