California got an A.
(2) The proposed Federal budget has a 2/3 reduction in VAWA and an elimination of VOCA. We should contact our senators and presidential candidates to give our opinions.

April is Sexual Assault Awareness Month. There will be a Survivors Art Show & Auction on April 10 at Pack Place at 6:30pm. They have created a series of art classes in the community to be held prior to the auction where artists can donate their talent and artwork to the auction. It is free to clients.
Tina Walker (United Way 211)
Information was passed around about help available for Income Tax preparation for people with income less than $40,000.
Luc Ringger (Mankind Project WNC)
Discussed the Mankind Project
It is a organization of men working together to help other men. It has been around 20 years. Their website is http://mkp.org/
Jimmy Hare (Win-Win)
They are now taking referrals. Kathleen sent around an updated list of Abuser Treatment Programs (also available on their website) WIN-WIN is listed, although the telephone number is incorrect. His new number is 545-6410. A comment came up about printing the Abuser Treatment Program list on green paper (the new list is on blue paper). In court, they seem to look for a green piece of paper when they look for these programs. When a new list comes out, if it is on another color paper, it may be overlooked. Someone will see what they can do to print the newest list on green paper.
Amy Hobson (Helpmate/The Mediation Center) – She has checked with Helpmate and there are no funds at Helpmate.
Janet has some change left over from Bele Chere.
Blan remembers $700.00 left over from a training done with DSS that was to be used for the task force. I will look into the minutes and see what I can find in reference to that.
LEGISLATIVE UPDATE
Kathleen says there is renewed interest in Domestic Violence in the legislature. The legislators held their first meeting to discuss DV and SA but they have not requested any specific information yet. She gave an overview of the NC Council for Women and their role with the Abuser Treatment Programs. The list of the rules (minimum standards of practice) for these programs are available on their website. They are currently working on state guidelines for Abuser Treatment programs.
NCCADV has released the 2008 Legislative Agenda – Some bills are left over from last year. This is a short session, so no bill can be introduced that requires new monies. You can review the list at http://www.nccadv.org/pdf/2008/NCCADVAgenda2008.pdf .
SILENT WALK PROTOCOL UPDATE
Julie and Jenny created a notebook for the silent walk containing a number of drafts for us to review. This notebook may make it easier for the next person who takes over as the silent walk coordinator. It contains a protocol, a section for permit applications, sample press releases, and sample email releases. More information is needed regarding community contacts including those in the media and surrounding counties.
In Mecklenburg County, they have a walk at noon on Thursday, after a death has occurred. They say it is NOT a memorial walk but it is in recognition of a death in the community. We may wish to change our walks from a Memorial Walk to Awareness Walks and incorporate something similar – saying another death has occurred in our community or in Buncombe County. Should we leave out the name of the person who died? We need to decide the best time for us to have a walk. Steve and Kathleen will try to get further information from Mecklenburg county regarding their walks.
The route of our walk is outlined in the information released to the media. Permits may be needed, which impacts the timing of the walk. It depends upon where we are walking (crossing streets) if a permit is needed. There is a charge to the permit as well.
The question was asked about how people will know if a death has occurred. We (the members) will contact the silent walk coordinator alerting them of the death. They would then check with the agencies listed as outlined in the protocol to see if it is appropriate to walk.
ARP-PHOENIX
Carlyle with ARP-Phoenix gave a presentation about his agency. Carlyle was previously with REACH in Macon County and has been involved with the Mankind Project. His program accepts those that are court-mandated, DSS referred and self-referred. They use the Duluth model as a basis which is a good place to start, but a bad place to stop. They use the Equality Wheel and the Power & Control Wheel. The Intake cost is $100.00 and class is $30.00 X 26 sessions. If a drug screen is needed it will be done at intake and semi-randomly. Other preventive classes are offered at their program. Their website is www.arp-phoenix.com
Discussion occurred about 26 weeks not being long enough but just a start in the process of recovery. A few providers in the past had provided post graduation work or allowed people to return to the program free for more education.
Sincerely
Anne Parker
